under false “Made in the U.S.A.” labels
on major online platforms, like Amazon—
misleading buyers and undermining American jobs.
This practice costs domestic flag makers an estimated $1.5 million per month in revenue and risks funneling taxpayer dollars to non-compliant imports, a majority of which are Made in China.
HR 1421, THE MAKE AMERICAN FLAGS IN AMERICA ACT, aims to enforce accurate country-of-origin labeling and protect domestic manufacturing. Consumers deserve transparency and compliance.
NATIONAL FLAG WEEK AT THE Small Business Administration

It was an historic day on Capitol Hill, during National Flag Week, when Saratoga Flag Company joined colleagues from the leading manufacturers in the domestic U.S. Flag industry. Including representatives from The Flag Manufacturers Association of America (FMAA); The National Independent Flag Dealers Association (NIFDA); & NCTO (The National Council of Textile Organizations), at the Small Business Administration headquarters in Washington, DC.
All unified to lobby for support of our Grass-Roots, bi-partisan bill: THE MAKE AMERICAN FLAGS IN AMERICA ACT.
SBA Administrator Kelly Loeffler and her staff graciously hosted our contingency for the day, securing meaningful bipartisan meetings where we had the opportunity to share our concerns about all of the threats to domestic manufacturing of our beloved American Flag.

The Domestic Flag Industry is Small Business
“Literally the entire American flag industry is made up of small businesses…. across this country employing over five-thousand America workers.
These aren’t faceless factories in foreign countries.
These are proud Americans running and working
mostly family-run businesses, many multi-generational.
We strongly believe that symbols as sacred as the American flag should always be valued by the people they represent. Yet every day, thousands of foreign-made U.S. Flags, primarily from China, are sold here in the U.S., mostly through online commerce platforms, maximizing the availability of free trade loopholes with deceptive marketing of Made in America, shipped without law-abiding country of origin or content labeling into our country without paying a dime of duty and deceiving unsuspecting American consumers; undercutting U.S. businesses and rapidly eroding our industry that has been built over generations by hard working Americans. ..."

"We were on a very bad trajectory prior to this administration taking over because the deminimis loophole alone was decimating our industry.
Due to the low value, duty free, No customs inspection & declaration, no HTS code, and they (China) were flooding the U.S. market with American Flags.
Between 2020-2024, the rise of imported & falsely labeled (or not labeled) American Flags grew exponentially.
And quickly realizing that has to stop, primarily with China, his (President Trump's) executive action (to close the deminimis loophole), .... makes us optimistic for the future.
Had that not taken place, there was a risk that ... I shut one factory in South Carolina, I had two for the last 18 years and just last year I shut one of my factories.
So had the changes this administration brought about not taken place, I'm not sure that our U.S. Flag industry would have survived.
